Press Release: Simon Communities of Ireland Calls For Communications Plan for HAP Tenants Seeking Housing Outside Their Local Authority

The Simon Communities of Ireland are calling on the Department of Housing, Local Government and Heritage to implement a clear communications plan around the ‘Inter-Authority Movement’ initiative, which allows Housing Assistance Payment (HAP) tenants the option of securing rental accommodation outside their original local authority area. The measure offers greater flexibility and choice in an increasingly challenging housing market.

Recent data reveals that 7,525 inter-authority HAP tenancies were established between 2021 and 2024. This means thousands of households successfully moved beyond their local authority boundaries to secure suitable housing elsewhere. This includes over 2,300 in Dublin City alone, and hundreds more across South Dublin, Galway City, and Fingal.

This inter-authority HAP option is governed by specific guidelines that allow HAP households to move into another local authority area, subject to income eligibility and local rent limits. While the originating authority retains responsibility for managing the tenancy, rent limits are determined by the local authority in which the property is located. This cooperation ensures smoother transitions for tenants and access to a broader housing market.

Ber Grogan, Executive Director, Simon Communities of Ireland, said:

“These inter-authority arrangements provide crucial flexibility for families and individuals seeking secure, affordable accommodation, especially in areas where local supply is constrained. The aim is to support tenants in finding the best housing solution, regardless of boundaries. Our concern is that some people trying to access HAP tenancies are not aware of this option and we would welcome a communications plan from the Department on it.”

HAP tenants must  also apply to join the transfer list if they still wish to pursue other forms of social housing once they are in a HAP tenancy. Crucially, these applicants retain full credit for their time on the original waiting list and are not disadvantaged by their participation in HAP.

Local authorities retain autonomy over their transfer list schemes, which are based on their individual letting priorities as determined by elected members.
