A Cross-Departmental Strategy to End Homelessness by 2030
Housing alone won't solve homelessness. We need a formal national strategy with shared targets and accountability across Housing, Health, Social Protection, and Local Government.
Dedicated Investment in Single Adult Homelessness
Single adults make up the largest group in emergency accommodation, accounting for 65% of all adults and 44% of the overall number of persons accessing emergency accommodation. Despite this, they receive the fewest targeted interventions. We are urging Government to fund housing-led responses that meet their specific needs.
Fund Regional Prevention & Food Security Models
Support community-led initiatives like Mid West Simon’s ‘social grocery’, and scale regional prevention programmes that reduce reliance on emergency services or divert people away from them all together.
Age-Friendly Housing for Older People
Older people are retiring into homelessness. The number of persons over age 65 accessing emergency accommodation has more than doubled since 2020. Budget 2026 must include capital and current investment for 1-bed, accessible units, tenancy supports, and health-linked responses to support older people and people with reduced mobility.
Sustainable NGO Funding through Full Cost Recovery
Fund services properly. Underfunding NGO delivery costs the system more in the long run and undermines quality, retention, and continuity of care.
